Разбирательство никакими внятными претензиями не закончилось, но обвинение пока так и не снято. Аналогов нетВасиленко – создатель кооператива «Бест Вей», до марта 2021 года был председателем правления, потом до марта 2022 года был председателем совета кооператива, а с весны 2022 года остается рядовым пайщиком. По модели российского «Бест Вей» созданы и работают кооперативы в Казахстане, Кыргызстане, Армении, странах Евросоюза. Кооперативная модель Василенко позволяет приобретать вскладчину, без процентов недвижимость каждому члену кооператива в порядке живой очереди. На приобретение идут как первоначальные паевые взносы в размере 35–50% от стоимости желаемой недвижимости, так и возвратные платежи за уже приобретенную недвижимость – пайщики обязаны вернуть кооперативу средства за 10 лет, но, как правило, расплачиваются с кооперативом раньше, чтобы перевести квартиру в собственность. Переплата за квартиру связана только с небольшими членскими взносами, оплатой проверки и оценки недвижимости при покупке, налогами за квартиру с собственника –юридического лица (в ряде регионов такого налога нет). Пайщик может в любой момент выйти из кооператива – в двухмесячный срок он получает внесенные паевые взносы. Гарантией для возврата средств пайщику служит ликвидный объект недвижимости. В случае выхода данного пайщика квартира может быть либо предложена другому пайщику, либо реализована на открытом рынке, а средства от его продажи пополнят паевой фонд кооператива. Именно поэтому кооператив приобретает объекты недвижимости для пайщиков на вторичном рынке и в обязательном порядке проводит юридическую проверку и независимую оценку. Залогом надежности стала прозрачная система управления и финансов. Таким образом, кооперативная модель Василенко чрезвычайно надежна, безопасна как для пайщика, так и для кооператива – о чем свидетельствовало, например, сотрудничество с «Бест Вей» Социального фонда, который предоставлял кооперативу материнский капитал. Проверка на прочностьРоссийский кооператив «Бест Вей», созданный Василенко, работает, как упоминалось выше, уже 11 лет – с 2014 года, но последние три с половиной года функционирует с серьезными ограничениями, так как объявлен правоохранительными органами гражданским ответчиком по уголовному делу, связанному с финансовой компанией, к которой ни кооператив, ни Василенко не имеют отношения. Три года счета кооператива были полностью арестованы, прокуратурой блокировались выплаты по исполнительным листам, выплаты налогов и заработной платы сотрудникам. Почти четыре года кооператив «Бест Вей», подвергающийся давлению со стороны правоохранительных органов, успешно доказывает свою устойчивость. Банки при любом кризисе, подобном устроенному кооперативу правоохранительными органами, почти мгновенно разоряются. А кооператив – работает, его ликвидность и финансовая устойчивость сохраняются. «Бест Вей» чрезвычайно финансово устойчив: он не оставил людей на улице без квартир, которые они приобрели под 0% с минимальной переплатой, он, несмотря на по-прежнему сохраняющийся арест 4 млрд рублей на счетах (арест снят судом только с вновь поступающих средств), препоны банков при совершении платежей, рассчитывается с теми, кто принял решение выйти из кооператива. Кооператив ликвиден. Миллиарды рублей кооперативных средств – на счетах в российских банках. Финансовые поступления сбалансированы, никаких признаков финансовой пирамиды – на основании этого обвинения против кооператива и других проектов, с которыми сотрудничал Роман Василенко, начались репрессии правоохранительных органов. Чтобы вывезти кооператив из-под удара, Василенко в начале 2022 года ушел с поста председателя совета кооператива, когда в отношении него стало развиваться уголовное дело, лично началось уголовное преследование в России. Кооператив, который он создал, работает честно и по закону. Большинство пайщиков кооператива хотят, чтобы «Бест Вей» продолжил свою деятельность, они – сторонники идеи развития и процветания кооператива. Правоохранительные органы утверждают, что кооператив незаконен – но его члены убеждены, что он всегда работал строго по закону о потребительской кооперации. Заявления о его незаконности подводят налоговую инспекцию, которая контролировала кооператив, и Социальный фонд, который все эти годы выделял средства пайщикам кооператива. Народные предприятия теперь развиваются в ЕвропеАналогов кооперативной концепции Романа Василенко нет и в Европе – где весьма развито кооперативное движение, его проекты очень востребованы и там. В Казахстане, Кыргызстане, Армении, целом ряде стран ЕС проекты, построенные по модели «Бест Вей», развиваются и процветают. В Европе, отмечают наши эксперты, подход к кооперации от Романа Василенко принимают с аплодисментами, как и множество идей наших предпринимателей, которые подверглись гонениям в РФ. Предпринимателям зачастую не дают развивать социально значимые проекты в России, но эти же идеи с радостью принимают и поддерживают за границей. Наши изгнанные предприниматели теперь вынужденно работают на пользу экономики других стран, так как в нашей стране они, к сожалению, столкнулись с попытками уничтожить их проекты. Наши эксперты считают, что преследования Романа Василенко и его детища в России носят политический характер: народное предприятие, пользующееся массовой общественной поддержкой, претит банкирам-монополистам и нечистым на руку силовикам.
